As a home rule city operating under a council-manager form of government, the City Council is the governing body of the City. The City Charter lays out the rules and regulations under which the City operates.
The Mayor is elected at-large and two council members are elected from each of the City's three wards, each to a four-year term.

Open Government and EthicsThe City Council adheres to all of the City's Open Government rules and the Code of Ethics. Any person who believes a member of one of the City’s public bodies has violated any of the ethics provisions and wishes to initiate proceedings on such alleged violations may do so by filing a written complaint.
City Council Meetings
The City Council generally holds regular meetings the first and third Tuesdays of each month at City Hall, 749 Main Street, at 7:00 PM. Every City Council meeting begins with time for public comments for items not on the agenda. You may request to speak by signing up with the City Clerk just prior to the meeting. There are also opportunities for citizen input for items on the agenda. We request you keep your comments to three minutes.
The City Council generally holds study sessions the second and fourth Tuesday of each month at the Library Meeting Room, 951 Spruce Street, at 7:00 PM. Please check the City calendar to verify the study session schedule.

The City Council has adopted a Public Involvement Policy to encourage all members of the public to be involved and informed about City activities and issues.

Broadcasts and Recordings of City Council Meetings
