Heather Balser - City Manager
The City Manager is the chief administrative officer of the City and is appointed by the City Council. The City Manager is responsible for the administration of all City offices and departments. Heather Balser served as Interim City Manager from July-December 2017 and was officially named City Manager in December 2017.
Heather Balser has been with the City for the last 20 years, in various positions, most recently as Deputy City Manager since 2009, supervising four City departments/divisions and administering daily functions of the City Manager's Office and its staff. She previously served as Interim City Manager for Louisville from 2006-2007 and has a Bachelor of Arts in Economics from Bates College and a Master of Public Administration from the University of Colorado at Denver.

This office oversees Human Resources, the City Clerk's Office, Economic Development, insurance and risk management, Louisville Channel 8, the Municipal Court public information, special events and street closure applications, neighborhood issues, community facilitation, and the Comcast and Xcel franchise agreements.
In addition, all Open Government and Transparency protocols are coordinated from this office.
