City of Louisville

Marshall Fire Use Tax Credit Program– For Total Loss Homes
The City of Louisville offers a Use Tax Credit Program for residents who lost their homes in the Marshall Fire. Use Tax is collected on construction materials at the time of building permit issuance. The program is approved through December 31, 2028. A complete building permit must be submitted by this date to remain eligible for the credit.

 

Marshall Fire Use Tax Credit Program – For Smoke/Ash Damage
The City also offers a Use Tax Credit Program for homeowners that suffered smoke or ash damage to their home from the Marshall Fire. Use tax is collected on construction materials at the time of building permit issuance. Marshall Fire Accessory and Other Structures Tax Rebate

The City has extended its use tax exemption program for impacted properties to any accessory or other structure that requires a city-issued permit as part of the rebuild. Common accessory structures that will qualify include fences, storage sheds, retaining walls and solar panels.  This city use tax exemption is specifically for original owners that are rebuilding and that were underinsured.  If you have already received a building permit for any of the eligible accessory structures you can apply for a refund.  If you are applying for a new building permit for any of the eligible structures you will qualify for a credit when paying the building permit fees. The program is approved through December 31, 2028.

Boulder County

Beginning February 1, 2026, previously separate recovery programs of the Boulder County Wildfire Fund — including Unmet Needs, Housing Support and Rebuild Grant programs — will be consolidated into a single, streamlined Recovery Support Program.

The Recovery Support Program will provide financial assistance to Marshall Fire-impacted individuals and households across Boulder, Louisville, Superior, and unincorporated Boulder County who continue to face housing instability, unmet needs, or property restoration challenges as a direct result of the December 30, 2021, wildfire. Under the unified program structure, eligible applicants may seek assistance in the following areas:

  • Housing Support, including rental or mortgage assistance for displaced households 
  • Unmet Needs, such as essential household expenses, healthcare, transportation and basic necessities
  • Property Restoration Support for smoke- and ash-affected homes

State of Colorado

Sales Use Tax Exemption Wildfire Disaster Construction
refundable exemption for the sales and use tax paid for construction and building materials used directly in rebuilding or repairing a qualified homeowner's qualified residential structure due to a declared wildfire disaster between January 1, 2020, and December 31, 2022. Those who have destroyed or damaged homes related to the Marshall Fire may be eligible for this refund. Marshall Fire Permit Valuation Adjustment 

The City of Louisville and the State of Colorado now allow adjustments to permit valuations if the actual cost of construction was greater than originally estimated with your building permit, which may result in a larger State Use Tax refund.  The valuation only includes the cost of the rebuild of your primary home. It does not include costs for appliances, fences, landscaping, decks, sheds, or accessory structures. Additional City permit fees and City and County taxes may be due, however, the State Use Tax rebate could exceed the amount due.  Click on the link below for more information.

Xcel Energy rebate eligibility changes  - June 30, 2025 deadline (closed)
The Colorado Public Utilities Commission approved a one-year extension for the Xcel Marshall Fire Rebuild Rebates for those customers who lost their homes and are rebuilding. The new deadline for receipt of an approved permit will be June 30, 2025, for the mixed fuel rebate tiers; the deadline is specific to those rebuilding.

 

Community Foundation Boulder County Housing Support - June 30, 2025 deadline (closed)
The CFBC Housing Support Program is for households facing ALE (additional living expenses) expiration with their insurance company within 60 days of submitting this application. Apply via the IDF Disaster Recovery site.

 

Community Foundation Boulder County Rebuild Grant- June 30, 2025 deadline (closed)
CFBC’s Rebuild Grantis $20,000 for eligible households. Households may qualify for additional funds based on income, dependents, and other factors. Apply via the IDF Disaster Recovery site.

 

Colorado Energy Office Recovery Electrification Rebate (closed)

The Colorado Energy Office (CEO) Electrification Rebate Program will close to new applications on April 30, 2025.Eligible property owners who have a building permit filed by April 30, 2025, will be automatically added to a queue.

A certificate of occupancy and rebate application (including verification of correctly installed qualifying equipment) must be submitted by April 30, 2026.

This rebate is for households impacted by disasters since 2018 for houses that were destroyed or damaged in areas of a state or federally-declared disaster. Residents may qualify for up to $20,000 in rebates for the installation of one of the options:

  1. A cold climate heat pump, electric or induction stove and a heat pump water heater
  2. A ground source (geothermal) heat pump, electric or induction stove and a heat pump water heater
  3. Installation of a ground source (geothermal) heat pump only.
