Code of Ethics
Louisville’s Code of Ethics sets standards for ethical conduct in City government. It applies to City Council, City staff, and members of public bodies, including boards, commissions, task forces and committees.
The Code of Ethics is in Article 5 of the Louisville Home Rule Charter.
File an ethics complaint
You may file an ethics complaint if you believe someone covered by the Code of Ethics has violated it. How you file depends on who the complaint is about.
Appointed officials or staff
For a complaint against the City Manager, City Attorney, City Prosecutor or Municipal Judge, submit an ethics complaint form.
City Council, board & commission members or employees
File a written complaint with the City Prosecutor.
Your complaint must:
- Describe the alleged violation in detail.
- Identify the section or sections of the Code of Ethics you believe were violated.
- Include a sworn or verified statement. This is a signed statement made under penalty of perjury confirming that the information is true and accurate and that you are filing the complaint in good faith, not out of malice or another improper motive or purpose.
A complaint without this signed statement will be returned without action.
