Urban Renewal Authority

The Louisville Revitalization Commission (LRC) serves as the Urban Renewal Authority for the City of Louisville, Colorado. Through strategic public-private partnerships, the LRC works to stimulate reinvestment, improve infrastructure, support local businesses, and eliminate blighting conditions within designated Urban Renewal Areas (URAs). By leveraging urban renewal tools and financial assistance programs, the Commission helps property owners, developers, and businesses invest in projects that strengthen Louisville’s economic vitality and enhance the community’s long-term growth.

What is this program?

The LRC administers financial assistance and revitalization programs within Louisville’s designated Urban Renewal Areas, including the Highway 42 Revitalization Area and the 550 South McCaslin Boulevard Urban Renewal Area.

The purpose of these programs is to encourage redevelopment, reinvestment, and property improvements that align with the City’s long-term economic development and design goals. Eligible projects may receive support for public infrastructure improvements, façade upgrades, redevelopment efforts, and property reinvestment initiatives that contribute to the elimination and prevention of blight.

Financial assistance may be available for projects that:

  • Improve existing buildings or infrastructure
  • Enhance pedestrian and vehicular connectivity
  • Increase property values and economic activity
  • Support mixed-use and complementary development
  • Encourage high-quality site design, landscaping, signage, and streetscape improvements
  • Retain and attract businesses consistent with the community vision
  • Promote long-term private investment within the Urban Renewal Areas

  • Property Tax Increment Rebate Assistance
  • Property Improvement Program

Funding for eligible projects is made possible through incremental property tax revenues generated by improvements within the Urban Renewal Areas.
