Louisville/Superior Noise Mitigation Study

Aircraft overflights and noise are a growing concern for residents. You can view the airport's typical traffic pattern operations map. In 2019 Louisville partnered with Superior to hire a consulting team to work with our communities and airports to address aircraft noise issues. The consultants reviewed current conditions, flight procedures, airspace and land uses around RMMA. The goal was to identify practices and procedures aimed at reducing impacts to both communities. 

During Phase I of the project, we completed:

  • A baseline assessment to understand current conditions and identify opportunities for improvement. You can read the baseline assessment. You can also read Frequently Asked Questions.
  • Community engagement, including an online survey and an open house to share draft strategies and hear feedback from residents.
  • Meetings with the airport and FAA traffic control tower personnel. We also conducted a flight training forum for industry stakeholders to participate in the process.
  • The formation of the Airport Noise Task Force. This task force will vet potential solutions and keep efforts moving forward.
  • Updated noise abatement procedures with the Airport Noise Task Force. The goal of the procedures is to lessen the impact of aircraft activity on adjacent neighborhoods.
  • A final recommendation report. The consultants shared their final recommendations for noise mitigation with Louisville City Council and the Superior Town Board on September 30, 2019.

Phase II of the project kicked off in 2020. The scope of work for this phase includes:

  • Prioritizing noise abatement strategies and advocating for implementation. You can view the prioritized list.
  • Continuing to participate on the RMMA Noise Task Force advocating for City/Town priorities.
  • Expanding and strengthening relationships with RMMA industry/tenants. Our goal is promote compliance with noise mitigation measures.
  • Encouraging industry awareness and training. These efforts will focus on aircraft noise impacts and implementing policies, practices and procedures in alignment with City/Town priorities.
  • Encouraging community awareness of airport impacts and providing information on policies, practices and procedures to the public.
  • Advocating for City/Town priorities through Community Noise Roundtable. We will also help submit recommended practices/procedures to FAA for approval.

Recent Updates

  • October 21, 2025: At the October 21 City Council meeting, Louisville resident Michael Burek presented an evaluation of flight patterns and frequency of flights. This report included an assessment of the City’s ability to affect changes at the airport. The meeting packet included Mr. Burek's presentation, as well as a memo from attorney Margaret Martin. She was retained by Council earlier in the year to evaluate the City's ability to effect changes at the airport. View the presentation and memorandum 
  • November 19, 2024: City Council designated Councilmembers Dietrich Hoefner and Judi Kern to serve as a “Task Force.” They will work with City Attorney Kathleen Kelly to gather information and explore strategies to address impacts of the RMMA.
