Get a right-of-way or easement permit

Doing construction or utility work in a City street, sidewalk, or easement? You need a permit first. Here's what you need to know.

Important: You must have a signed, approved permit before starting work. If work begins before the permit is issued, all fees are doubled.

How to get a permit

1. Apply and pay your fees.

Every permit starts with a $75 base fee, paid before work begins. To complete your application, you'll need to provide documentation like your site plan, traffic control plan, and a list of the materials and equipment to be used. Depending on the type of work you're doing, you may need to provide your concrete or pavement mix, or concrete flow design.

Utility & Paving Fees

Underground dry utilities (gas, electric, communications) $0.30/linear ft

Underground wet utilities (water, sanitary, storm) $1.00/linear ft

Water, sanitary, or storm main connection $80 each

Boring $0.30/linear ft

Dry utility appurtenances $5 each

Pothole $10 each

Curb, gutter, sidewalk, or driveway ramp $0.30/linear ft

Crosswalk ramp (square footage) $0.60/sq ft

Asphalt paving or patching $20/square yard

Asphalt patching (pavement less than 5 years old) $27/square yard

Surface treatment (pavement less than 2 years old) $550 per cut

Storage of materials (roll-off dumpster, etc.) $75/week

3. Schedule your inspection at least 24 hours in advance.

4. Keep a copy of your permit on-site at all times. 

All subcontractors must also be licensed with the City.

Work site rules

  • Work hours are Monday–Friday, 8:15 a.m. to 4:45 p.m., unless the City approves otherwise.
  • Keep all above-ground structures at least 7 feet from water mains, fire hydrants, or sewer pipes. Underground utilities must stay at least 5 feet away, with 18 inches of vertical clearance.
  • Soil must be compacted to 95% of optimum density. Test results must be sent to the City within 7 days. Use Flow Fill (controlled low-strength material) in most excavations.
  • Restore everything you disturb — sidewalks, pavement, landscaping, striping — before the permit closes.
  • Warrant your work for 2 years after the City accepts it. 
  • Traffic control devices must be in place before work starts and must follow the Manual on Uniform Traffic Control Devices.
  • Clean the work area and streets of dirt and debris at the end of every workday.
  • If working in an easement on private property, notify the property owner in advance with details about the work and schedule.
