Public Comments at Council Meetings

Every regular City Council meeting begins with time for public comments for items not on the agenda. There are also opportunities for citizen input for items on the agenda.

If you wish to speak at the City Council meeting in person, please fill out a sign-up card and present it to the City Clerk at the meeting; if you are attending remotely, please use the “raise hand” icon to show you wish to speak in public comments.

Each person's public comments will be limited to three minutes.

Multiple citizens may aggregate their 3-minute time limit up to a maximum of 6 minutes of speaking time to a designated spokesperson. Those pooling their time must be physically present at the meeting or on the Zoom call. They must identify themselves and designate their spokesperson. A designated spokesperson may not speak for more than one group.

Pooling of time is not allowed during the second round of public comments.

Each group pooling time must submit this form to the Clerk in advance of the public comment time.

Si requiere una copia en español de esta publicación o necesita un intérprete durante la reunión, por favor llame a la Ciudad al 303.335.4536 o 303.335.4574 o email ClerksOffice@LouisvilleCO.gov.

Process for Quasi-Judicial Land Use Cases

Quasi-Judicial matters include plats, Planned Unit Developments (PUDs), General Development Plans (GDPs), Special Review Uses, landmarkings, and variances.

Quasi-judicial matters that come before a governing body are based on constitutional due process requirements that call for a fair hearing before a neutral decision maker when individual property rights are at stake. As such the City Council and the Planning Commission follow these rules for quasi-judicial cases:

  • Council and Planning Commission members shall refrain from any "outside the hearing" contacts regarding a pending quasi-judicial matter. This includes engaging in discussions via email or in person.
  • Members shall apply the legal criteria to the evidence presented in the public record and at the hearing before arriving at a decision.
  • Council and Planning Commission members shall not participate in any case in they would have a conflict of interest.
